Houston combines one of the largest energy economies in the country with major flood control, port and highway programs. As a result, civil and infrastructure firms compete with energy, petrochemical and power employers for the same project and engineering leaders.

Energy headquarters add to that pull. For example, Chevron announced in August 2024 that it was moving its headquarters to Houston (Chevron), and ExxonMobil’s campus north of Houston serves as its global headquarters (ExxonMobil).

North Houston Highway Improvement Project

Segment 3 will rebuild parts of I-10, I-45, I-69 and SH 288 around downtown, with new drainage for flood mitigation. Drainage work began in October 2024, and the I-69 rebuild between SH 288 and I-45 began in January 2025 (TxDOT).

Harris County Flood Control District bond

Voters approved $2.5 billion in bonds in 2018, after Hurricane Harvey, for a project list of more than $5 billion. In September 2025, 75 active bond IDs were funding more than 240 projects (HCFCD).

Houston Ship Channel, Project 11

Port Houston has completed its portion of the Project 11 channel expansion dredging. The U.S. Army Corps of Engineers leads the remaining work, which is scheduled for completion in 2029 (Port Houston).
