Civil Engineering Executive Search in Philadelphia
PHILADELPHIA CIVIL ENGINEERING EXECUTIVE SEARCH
Engineering leaders for Philadelphia and the Delaware Valley
Philadelphia is a tri-state market. Firms here win work from PennDOT, SEPTA, city departments and authorities in Pennsylvania, New Jersey and Delaware, often against competitors based in New York and Washington. Leaders who can operate across those owners are in short supply. Alexander Executive Search provides civil engineering executive search in Philadelphia, running retained searches for engineering and civil engineering leadership roles paying $150,000 or more for firms of all sizes, from large organizations to growing firms under $120 million, which get our dedicated growth process.
We serve Philadelphia from our Miami headquarters. We do not have a Pennsylvania office.
What is shaping the Philadelphia market
Three things set the tone for senior engineering hiring in the region: a large and steady state highway program, a transit system under financial strain, and a long list of urban reconstruction projects.
Beyond the public owners, the Philadelphia region includes universities, health systems, pharmaceutical and industrial sites, and a deep base of design consultants, construction managers and heavy civil contractors. Many of them are mid-sized, privately held firms.

MAJOR PROGRAMS
The programs shaping Philadelphia hiring
- PennDOT’s 2027 Twelve-Year Program: adopted by the State Transportation Commission in August 2026, it anticipates more than $90 billion of investment over 12 years. In the first four years, starting October 1, 2026, it expects $16.9 billion for state highway and bridge projects and $12.9 billion for public transit statewide (PennDOT).
- SEPTA: the FY 2027 budget includes a $920.7 million capital budget. SEPTA’s 12-year capital program funds Trolley Modernization, new railcars and station accessibility. SEPTA also reports a state-of-good-repair backlog that has doubled in a decade to $10.2 billion, and it plans to borrow $4.3 billion over 12 years for railcar replacement (SEPTA).
- I-95 Central Access Philadelphia (CAP): under a $328.9 million project, PennDOT is building a new, larger cover over I-95 and Columbus Boulevard at Penn’s Landing (95Revive / PennDOT).
Pennsylvania’s needs are well known. ASCE’s 2022 Report Card for Pennsylvania’s Infrastructure gave the state a C- (ASCE). Federal support is also in flux: the Infrastructure Investment and Jobs Act expired on September 30, 2026, and the extension to December 11, 2026 excludes the law’s advance appropriations (ASCE). For transit-dependent work in particular, that makes leadership planning harder.
LEADERSHIP ROLES
Leadership roles Philadelphia firms need
Why Philadelphia hires are difficult
- Pay gaps with neighboring markets: BLS data below shows Philadelphia medians below New York’s and Washington’s. Firms there can recruit Philadelphia-based leaders into remote or hybrid roles, so local firms must compete on scope, culture and ownership prospects as well as pay.
- Funding uncertainty at the transit owner: SEPTA’s capital constraints and reliance on debt affect how much transit work comes to market and when. Candidates ask about pipeline stability.
- Multi-state licensing: leaders working across Pennsylvania, New Jersey and Delaware may need licenses in more than one state.
- The cost of a wrong hire: in a mid-sized firm, a leader who fails can cost client relationships and staff, not just a fee. Our article on the cost of gut-feeling executive hires explains why structured assessment matters.
Salary context: the Philadelphia metro area (BLS)
The table shows published Bureau of Labor Statistics estimates for the Philadelphia-Camden-Wilmington metro area from the May 2025 Occupational Employment and Wage Statistics (OEWS) survey. These are not AES figures, and they include all employers and seniority levels.
| Occupation | Employment | Median | 75th percentile | 90th percentile |
|---|---|---|---|---|
| Civil engineers (17-2051) | 6,160 | $99,410 | $127,410 | $147,960 |
| Architectural and engineering managers (11-9041) | 5,060 | $171,140 | $204,630 | $249,020 |
| Construction managers (11-9021) | 3,390 | $124,990 | $160,720 | $204,560 |
For comparison, the national medians are $100,840 for civil engineers and $171,270 for architectural and engineering managers. In the Harrisburg-Carlisle area, where PennDOT is headquartered, the medians are $93,830 and $164,150. OEWS wages exclude benefits and non-production bonuses. OUR PROCESS
How we run a Philadelphia search
We define the outcome first, whether that is a stronger PennDOT practice, a transit program team or a successor for a founding principal.
Philadelphia executive search: frequently asked questions
Do you have an office in Philadelphia?
No. We are headquartered at 1221 Brickell Ave, Suite 900, Miami, FL 33131. Philadelphia searches are run from Miami.
Can you search across Pennsylvania, New Jersey and Delaware?
Yes. Most Philadelphia leadership searches cover the whole Delaware Valley and often reach further. We check licensure, commuting and relocation early in the process.
How do Philadelphia pay levels compare?
BLS May 2025 estimates put the Philadelphia metro median at $99,410 for civil engineers and $171,140 for architectural and engineering managers, both below the New York and Washington metro medians. Packages for senior hires also depend on bonus, benefits and ownership.
We are a founder-led firm. When should we start a succession search?
Earlier than most firms do. A confidential retained search lets you identify and assess a successor while the current leader is still fully engaged and can support the handover.
What is your guarantee?
If a placed candidate leaves within 12 months, we find a replacement free of charge. The guarantee extends to two years for senior roles. It is subject to the agreed terms of engagement.
