The capital programs behind Massachusetts demand

  • MassDOT Capital Investment Plan: the MassDOT Board approved a $20.7 billion five-year plan for FY 2027–2031 in June 2026. It includes $7.1 billion for the Bridge Program, covering more than 300 projects, and $1.77 billion of MassDOT investment in the MBTA, including new Red and Orange Line vehicles (iBerkshires report of the MassDOT announcement; MassDOT CIP documents).
  • Cape Cod Bridges: on September 28, 2026 the state released the request for proposals for the Sagamore Bridge design-build contract and secured authorization for $956 million in federal grant funding. A notice to proceed is expected in late 2027 and the new eastbound span is due to open in 2033 (Mass.gov).
  • Major corridor projects: the same capital plan funds the Allston Multimodal Transportation Project and design work for the Storrow Drive Tunnel in Boston and the I-93/I-95 interchange in Woburn and Reading (MassDOT CIP announcement).

The need is well documented. In 2026 the Boston Society of Civil Engineers Section of ASCE published its first Massachusetts Infrastructure Report Card and gave the state a D+ (ASCE).
