Civil Engineering Executive Search in California
CALIFORNIA CIVIL ENGINEERING EXECUTIVE SEARCH
Senior engineering leaders for California infrastructure, water and construction
California is the most populous state in the country, and it is rebuilding transit, highways, water systems and seismic infrastructure at the same time. Alexander Executive Search runs retained executive searches for engineering and civil engineering leadership roles paying $150,000 and above. Our clients include consultants, contractors, developers, manufacturers and owner-side teams in Los Angeles, the San Francisco Bay Area, San Diego, Sacramento, Orange County, the Inland Empire and across the state.
We work with California firms of every size, from regional practices to national and international firms. Our dedicated process for growing firms under $120 million helps smaller firms hire leaders who can compete with national names. We serve California clients from our Miami headquarters.
What is driving leadership demand in California
The U.S. Census Bureau’s Vintage 2025 estimates put California at 39.4 million residents in July 2025, still the largest population of any state (Census Bureau).
Public investment is running at a matching scale. Senate Bill 1, the Road Repair and Accountability Act of 2017, invests about $5.4 billion a year in roads, freeways, bridges, transit and safety, split equally between state and local investments (Caltrans). In November 2024, voters approved Proposition 4, a $10 billion climate bond that includes $3.8 billion for drought, flood and water supply work (Legislative Analyst’s Office). All of that work needs experienced leaders, and the same people are being approached by consultants, contractors, public agencies and private owners.

MAJOR PROGRAMS
The programs behind California demand
- Los Angeles, D Line Subway Extension: LA Metro opened Section 1 on May 8, 2026, adding three underground stations along Wilshire Boulevard between Koreatown and Beverly Hills. Sections 2 and 3 continue west to Century City and Westwood (LA Metro), as the region prepares to host the 2028 Olympic and Paralympic Games.
- Central Valley, California High-Speed Rail: construction spans 119 miles across Madera, Fresno, Kings, Tulare and Kern counties, with plans to extend to Merced and Bakersfield (California High-Speed Rail Authority). The Authority reported 66 completed structures along that stretch in October 2026 (news release).
- San Jose, BART Silicon Valley Phase II: VTA’s six-mile, four-station extension will carry BART from Berryessa/North San José through downtown San José to Santa Clara (VTA). Excavation of the launch structure for the tunnel boring machine was completed in September 2026 (VTA update).
- San Diego, Pure Water San Diego: Phase 1 is designed to produce 30 million gallons a day of purified water (City of San Diego). The city reports construction about 90% complete, with purified water deliveries expected to begin in early 2027 (2025 water quality report).
Seismic risk adds another layer. California requires every civil engineering applicant, including engineers already licensed in other states, to pass the state-specific Civil Seismic Principles and Civil Engineering Surveying exams (Board for Professional Engineers, Land Surveyors, and Geologists). Retrofit, water, transit and private development work all compete for the same licensed engineering and project leaders. For searches by discipline, see our transportation engineering, water and wastewater, structural engineering and land development executive search pages.
LEADERSHIP ROLES
Leadership roles in demand in California
California leadership searches usually fall into four groups.
Why California leadership hires are hard
- Several markets in one state: Los Angeles and Orange County, the Bay Area, San Diego, Sacramento and the Inland Empire each have different clients, agencies and industries. A leader who suits Bay Area transit work may not fit a land development practice in the Inland Empire.
- Licensure: California civil engineers must pass state-specific seismic and surveying exams, and the state also licenses structural and geotechnical engineers through separate titles. We check this early for candidates coming from other states.
- Technology and manufacturing compete for the same people: technology, aerospace and advanced manufacturing employers recruit engineering and operations leaders from the same pool, especially in the Bay Area and Southern California.
- Program timing: senior people on multi-year programs such as high-speed rail, the D Line Extension or BART Silicon Valley are often unwilling to leave before a milestone, so the timing and the case for change both matter.
- Housing and relocation: housing costs in coastal California shape what candidates from other states will accept, so relocation terms have to be realistic from the first conversation.
- Smaller firms competing with big names: mid-sized firms rarely win on base salary alone. They win on scope, autonomy, direct access to ownership and a credible route to equity or partnership, and that story has to be made clear to candidates.
Salary context: California and its major metros
The table shows median annual wages from the Bureau of Labor Statistics May 2025 Occupational Employment and Wage Statistics (OEWS) survey. These are not AES figures. They cover all employers and all seniority levels, not just leadership roles. “Engineering managers” is the BLS category of architectural and engineering managers.
| Area | Civil engineers | Engineering managers | Construction managers |
|---|---|---|---|
| California (statewide) | $122,500 | $210,280 | $133,160 |
| Los Angeles and Orange County metro | $108,640 | $190,900 | $131,680 |
| San Francisco-Oakland metro | $130,160 | $221,580 | $166,030 |
| San Jose metro | $130,280 | $234,590 | $163,040 |
| San Diego metro | $108,900 | $202,810 | $133,210 |
| Sacramento metro | $130,150 | $193,970 | $129,440 |
| Inland Empire metro | $115,120 | $172,600 | $126,040 |
| United States | $100,840 | $171,270 | $114,990 |
Medians hide a wide range. For architectural and engineering managers, the 90th percentile is $320,120 in the San Francisco-Oakland metro and $318,400 in the San Jose metro. Most of the leadership roles we recruit sit at or above the 75th percentile for civil engineers and in the upper half of the range for engineering managers. OEWS wages exclude benefits and non-production bonuses, so total packages for senior hires can look different. For leadership pay by role, see our Engineering Leadership Salary Report 2027. California executive search: frequently asked questions
How do you serve California clients?
We serve California clients from our headquarters at 1221 Brickell Ave, Suite 900, Miami, FL 33131. We also have a satellite office in London.
Which parts of California do you cover?
The whole state, including Los Angeles, Orange County, the Inland Empire, San Diego, the San Francisco Bay Area and Sacramento.
What size of firm do you work with in California?
Firms of all sizes, from growing engineering, consulting and construction firms to large organizations, hiring for leadership roles paying $150,000 or more. Growing firms under $120 million in annual revenue also get a dedicated process built around their next stage of growth.
Can you find leaders with Caltrans, transit or water agency experience?
Market mapping lets us identify leaders by the programs, agencies and sectors they have worked in and then approach them confidentially. Whether a particular person will move depends on timing and the opportunity, so we test motivation early.
Do candidates need a California PE license?
For roles that sign and seal civil engineering work on California projects, usually yes. California requires civil engineering applicants, including engineers licensed in other states, to pass the state-specific Civil Seismic Principles and Civil Engineering Surveying exams, so we confirm license status and timing early.
How do you reduce the risk of a declined offer or an early exit?
We look at why each candidate has moved roles in the past, what they want from the next stage of their career and how well that matches your firm’s direction, because candidates whose goals align with the opportunity are far more likely to stay. We also benchmark compensation against current California market conditions so the offer is competitive and realistic, then guide both sides through negotiation, acceptance and onboarding.
What happens if the person we hire leaves?
If a placed candidate leaves within 12 months, we find a replacement free of charge. For senior roles the guarantee extends to two years. It is a free replacement of the placed leader, subject to the agreed terms of engagement.
