MARKET OUTLOOK

Hong Kong’s engineering and infrastructure market

The Hong Kong pipeline is large and committed for years ahead. The figures below come from official government and industry sources.

Government capital works

In April 2026, the Secretary for Development told the Legislative Council Finance Committee that capital works expenditure is estimated at about HK$128 billion for 2026-27 and will remain at a similarly high level each year until 2030-31.

Construction output and manpower

The Construction Industry Council (CIC) forecasts total construction expenditure rising from HK$270–315 billion in 2025-26 to HK$305–360 billion by 2030-31. Its April 2026 manpower forecast puts the shortfall of construction professionals at 1,500–2,000 in 2026, growing to 5,500–6,000 by 2030, while the gap for technical and site supervisory staff rises from 4,000–5,000 to 10,000–11,000 over the same period.

The Northern Metropolis

The Northern Metropolis covers about 30,000 hectares of the northern New Territories next to Shenzhen. When fully developed, the Government expects it to house about 2.5 million people and provide about 650,000 jobs, including about 150,000 in innovation and technology, according to the Northern Metropolis Development Strategy.

Airport and rail

Hong Kong International Airport’s Three-Runway System was commissioned on November 28, 2024, eight years after construction started in August 2016. On rail, the Government reported that by the end of February 2026 the Tung Chung Line Extension, Tuen Mun South Extension, Hung Shui Kiu Station and Oyster Bay Station were 44%, 36%, 20% and 35% complete respectively. The Tung Chung Line Extension is targeted for commissioning in 2029, and MTR has begun Northern Link Main Line works, with the Main Line and Spur Line targeted to open together by 2034 or earlier. In September 2026, MTR announced that the first phase of major track diversion works on the Tung Chung Line Extension was complete.

Why leadership hiring in Hong Kong is hard

Senior engineering appointments in Hong Kong combine a tight talent market with unusual complexity. The challenges we see most often are:

  • Competition for the same people. Public works, rail, airport and Northern Metropolis projects all need experienced leaders at the same time. The CIC’s forecast professional shortfall means the strongest candidates have options, and counteroffers are common.
  • A market that crosses the boundary. The Greater Bay Area brings together Hong Kong, Macao and nine cities in Guangdong, with a combined population of over 88 million. Some senior roles now involve teams, clients or projects on both sides of the boundary, and leaders must work across different regulatory systems, contract forms and business cultures.
  • International candidates and relocation. Many Hong Kong employers look overseas for specialist leadership experience. Talent admission routes such as the Top Talent Pass Scheme widen the pool, but relocation decisions involve family, schooling, housing and tax, and they can fall apart late if they are not addressed early.
